Not sure if Plum has an in-house solution. If not, take a look into Twilio's Lookup API. It can tell you the type of line and some other information about the caller as well. https://www.twilio.com/lookup

The W3.org site is working again for us today. We downloaded all of the related schema documents for VXML and are using local copies for validation now. This approach seems to be working fine. No need for follow-up unless you have additional ideas/considerations. Thank you.
