To Piggy back off of tocnaza's reply, DTMF is used in-order to ensure sensitive data is being protected. DTMF tones cannot be interpreted by the human ear however they can be easily decoded by a phone system.

Hello jparnell, We received word from the vendor but while the response was helpful, it looks like we aren't any closer to determining why a message will or will not be received depending on the content. According to our SMS vendor, there is some filtering involved but on a carrier-by-carrier basis....
