unanswerable calls / uncallable outbound requests

Two questions about system availability:

1. On Plum's hosted solution, if an incoming call cannot be answered due to lack of ports or system downtime, what does the caller hear? It would have to be one of

* busy signal
* unanswered rings
* silence

2. On Plum's hosted solution, if an outbound call can't be placed when requested due to the above reasons, what happens to it? Does the backend get a notification that the call will be placed later?
