Outbound HTTP API Enabled By Default?

We have a in-house plum system on linux platform. When I go to its Portal I don't see any Outbound Tools section mentioned in some of posts here.

My question: Is Outbound HTTP API enabled on our on-premise system by default or we need to do something to see/use it?

For onsite IVR systems the IVR Outbound API is not enabled by default. If you would like to have this feature turned on please contact support@plumvoice.com with your customer ID in the the subject line. For customers using Plum IVR Hosting you should use the form provided on the IVR hosting site to request IVR outbound access.
