Is it possible to use a property or meta tag to change the default voice from male to female?

In addition are their any properties that can be used to change the default TTS prosody rate?

Unfortunately the current answer to this IVR question is no. Any change to the default voice and/or default prosody rate must be performed at the prompt level within your SSML tags using:

<voice>

<prosody>
