a failure occurred while transferring to the operator

I had an outbound script that was working yesterday. I have not changed it at all.
Originally I had it configured to transfer to my toll-free number, but apparently the outbound trunk can't transfer to toll-free numbers, so now it transfers to a non-toll-free number.
Yesterday, it worked... today it says "a failure occurred while transferring to the operator". The outbound call log says
Transfer Failed: Network Busy
I can dial this number myself, directly, without a problem. So, what network is busy? Or am I doing something wrong? And how do I fix this?
