How to quit the recording voice volume normalizing?

Hi,All.
We use vxml as voicemail system.
Someone record their voice on low volume db level.
Anotherone record their voice on higher volume db level.
But we can catch those recorded file as same volume,then it is not so good for listening.
Is there any solution to manage the volmue of recording file?
