Hello,
If caller id is not available on the IVR system, session.telephone.ani is set to an empty string.

in what situations would caller ani not be available
i have noticed that in some cases the ani is an empty string and other times, for the same user, same location called from, it is there - could it be something to do with calling from a line within a company phone system or a cell phone?
ANI use within IVR system

On the IVR system, ANI can be blocked for a number of reasons. 1) The callers themselves can opt to block their ANI from being transmitted. 2) If they're calling from behind a company PBX, their corporate PBX may block or mask ANI. 3) Finally, ANI can be lost if the IVR call is being made to a switched toll-free number that forwards to a local number.
