How to use Outbound Tools with a demo account?

I have a demo account and try to use Outbound Tools.
It says "The Plum Outbound Tools are available by request only".
I did this many times , but it is still not enabled. What should I do in order to use The Plum Outbound Tools?

IVR Outbound access for developer accounts is controlled by your sales representative. While most requests for IVR outbound access are granted, each request is considered individually and may be declined if an account seems high risk (usually if proper contact information is missing). If you have any questions regarding this policy you should contact your sales representative.
