Error log files

I'm seeing some weird messages in my error log that I've never seen before. Here is an example:
GCEV_BLOCKED
Ever see this before?

Hello,
That IVR error indicates that there was an error on one of our T1 lines and that you had an active call in the IVR system when this error occurred. We are aware of the IVR error and the IVR system gracefully recovered from this error. You can safely ignore these IVR errors in the future.

We also had users report that they heard "all circuits are busy" on the same day. Was this the same issue?
