Unable to update Create/Share permissions for user

Hello Support,
When trying to update Create & Share permissions for an additional user, the update appears to occur but when re-visiting the user's account, the permissions are no longer checked and the new user remains unable to create. Please let me know if I am overlooking something when trying to update those.
