Is there an feature or setting option that outbound call can just happen during a specific time frame?
for example: weekday from 8:00AM to 5:00PM.
If a call is scheduled through API not in the time frame, the call will be blocked.

You can either schedule an outbound call via the Fuse+ website, or via API.
If you are using the website, you can set the call range under Advanced Options. If you do not, the calls will go out immediately.
