How do I set and retrieve variables between different xml documents? I saw in the tutorial that I need to look at the vxml 2.0 specification. I looked there and it is very confusing. Do you maybe have an example I can look at?

You can declare such variables in an IVR application root document. I know you said you found the VXML spec confusing, but there are good explanations and IVR examples at the links below.
